Public Comment Opportunity Open October 23-November 21, 2025

The planning process never stops, and each plan represents a point in time communicating the region’s current transportation environment, its priorities and future direction. Each iteration of the National Capital Region Transportation Plan provides an opportunity to reflect on past successes, current situations, future considerations, and make adjustments for how the region will prepare for the future. Following the adoption of the National Capital Region Transportation Plan Visualize 2045 update in June 2022, the TPB began a comprehensive review of the region’s projects and a summary of the scenarios analyzed for consideration in the development of Visualize 2050.

Visualize 2050 Schedule

  • TPB approves plan development schedule and the Technical Input Solicitation process by which localities, transportation agencies, and states submit projects and programs for board consideration and inclusion in the plan.
  • TPB invites public input on Visualize 2045 projects undergoing re-evaluation for submission and consideration in Visualize 2050 plan.
    Agencies develop and submit regionally significant for air quality projects.
  • TPB approves plan development schedule and the Technical Input Solicitation process by which localities, transportation agencies, and states submit projects and programs for board consideration and inclusion in the plan.
  • TPB invites public input on Visualize 2045 projects undergoing re-evaluation for submission and consideration in Visualize 2050 plan.

  • TPB invites the public to comment from March 1 – 30, 2024, on regionally significant for air quality projects using an English or Spanish interactive form.
  • TPB approves the Air Quality Conformity Analysis scope of work including the COG-approved land use data and regionally significant for air quality projects, land use inputs and air quality analysis scope.
  • TPB member agencies submit non-regionally significant for air quality projects and programs for inclusion in Visualize 2050.
  • TPB documents the planning activities related to the Visualize 2050 plan’s development and drafts content.
  • TPB and member agencies complete zero-based budgeting activities.
  • TPB drafts the Visualize 2050 plan, FY 2026-2029 Transportation Improvement Program (TIP), and Air Quality Conformity Analysis Report for public comment.
  • TPB adopted Resolution R2-2026 to defer inclusion of the I-95/1-495 Southside Express Lanes Project in the Air Quality Conformity Analysis of Visualize 2050 and the TIP.
  • TPB hosts 30-day public comment period October 23-November 21, 2025.
  • TPB receives briefing on Visualize 2050, FY 2026-2029 TIP, and comments with responses received to date on November 19, 2025.
  • TPB asked to approve the plan on December 17, 2025.

Stakeholder Resources

During the development of the Visualize 2045 update, the TPB adopted the following resolutions to shape the planning process for Visualize 2050.

Resolution R19-2021

Resolution on Inclusion of Project Submissions in the Air Quality Conformity Analysis for the Constrained Element of the Update to Visualize 2045 and the FY 2023-2026 Transportation Improvement Program (TIP) outlined three requirements for the development of a full update to the plan including the original deadline by 2024.

Resolution R12-2024

Resolution on Air Quality Conformity Analysis Project Inputs for the Visualize 2050 Plan and FY 2026-2029 Transportation Improvement Program directed TPB staff to proceed with the air quality conformity analysis using key inputs for the development of Visualize 2050.

Resolution R13-2024

Inclusion of the Southside Express Lanes Project in the Air Quality Conformity Analysis for Visualize 2050 and FY 2026-2029 Transportation Improvement Program directed TPB staff to add a second option with one additional project in the air quality conformity analysis.

Resolution to defer inclusion of the I-95/1-495 Southside Express Lanes Project in the Air Quality Conformity Analysis of the Visualize 2050 National Capital Region Transportation Plan and the FY 2026-2029 Transportation Improvement Program (TIP).
